01 / Local context
Match the evidence to the neighbourhood
Hammersmith · A4 and town-centre roads
Review junctions, queuing traffic, servicing and road-facing rooms. A sheltered rear intake can have different exposure from a frontage. Coordinate the assessment with ventilation, overheating and acoustic design.
Shepherd’s Bush · White City
Match the evidence to the road and receptor setting. Phased development can place existing neighbours and early occupants beside continuing construction. Record access routes, occupied phases and nearby schools or homes.
Fulham · Sands End and the river
Consider local traffic, energy plant, commercial kitchens and construction access. Check river activity where it creates a relevant source–receptor pathway. Assess each source using its location, emissions and operating pattern.
Old Oak · planning boundary
Parts of the wider Old Oak and Park Royal area fall within OPDC’s planning boundary. Confirm the application authority and applicable development plan before using the borough checklist. Check OPDC planning information.
02 / Monitoring and trends
Long-term improvement, varied recent change
The council’s 2025 Annual Status Report was published in 2026. Both longer roadside series are below their 2019 values. Recent changes differ: Shepherd’s Bush fell from 34 to 31 µg/m³ in 2025, while Hammersmith rose from 37 to 38.

03 / The wider evidence
Understand the monitoring network
| Station | NO₂ · µg/m³ | PM₁₀ · µg/m³ | PM₂.₅ · µg/m³ |
|---|---|---|---|
| HF4 · Shepherd’s Bush | 31 | 19 | 9 |
| HF5 · Hammersmith | 38 | 20 | 10 |
| HF6 · Fulham | 25 | 17 | 10 |
| HF7 · Riverwalk / Frank Banfield Park | 16.3 | 14 | 9 |
| HF8 · Wormwood Scrubs / Du Cane Road | 18 | 16 | 10 |
| HF9 · Sands End / Carnwath Road | 18 | 14 | 8 |
HF7 Riverwalk is the urban-background station; the other five are roadside. Its NO₂ mean is annualised because full-year capture was 64.9%. Other NO₂ capture ranged from 97.0–99.7%; PM₁₀ from 94.5–99.9% and PM₂.₅ from 97.6–99.9%.
Diffusion tubes · a discontinued network
The report says the council’s 56-site NO₂ tube network ceased in 2023 following data-quality concerns. It lists no council tube sites for 2024 or 2025. Historical tube tables should not be counted as a current network.
Particles and ozone · different questions
All six stations report PM₁₀ and PM₂.₅; five also monitor ozone. Reported 2025 PM₂.₅ means range from 8–10 µg/m³. Keep pollutant, averaging period and assessment criterion together when interpreting any result.
Sensors · additional local detail
The 60 installed Breathe London sensors measure NO₂ and PM₂.₅. Check calibration, capture and quality status before using sensor data for assessment or model verification. Instrument count does not mean every sensor has a complete annual series.
Background · representative evidence
Compare the urban-background station with the site setting and Defra data for the assessment year. Add relevant road or plant contributions without double-counting them. Provisional live readings describe recent conditions; use suitable ratified evidence for an annual baseline.

04 / Council policy and guidance
A clear route through local requirements
| Policy or guidance | What to address |
|---|---|
| Local Plan 2018 · CC10 | Development emissions, exposure of future occupants, appropriate assessment and mitigation. Read alongside relevant energy and design policies. |
| Planning Guidance SPD · February 2018 | Chapter 6, Key Principle AQ1: assess relevant exposure and emissions, separating construction/demolition from operation. Paragraph 6.5 allows proportionate screening for some smaller proposals, with detailed assessment where needed. Check older technical references against current methods. |
| Climate Change SPD · October 2023 | Coordinate energy, transport, ventilation and overheating assumptions with the air-quality design response. |
| London Plan · SI 1 | Keep the impact assessment, Air Quality Neutral evidence and any applicable Positive approach clearly identifiable. |
Choose the right validation route
The current council gateway provides separate major and minor/householder/full checklists, plus condition, variation and amendment routes. Choose by application type and match the evidence to the council’s request.
- New application: record proposal scale, sources, exposure and construction activities.
- Condition discharge: answer the exact wording and provide the drawings or specifications it relies on.
- Amended scheme: identify changed traffic, plant, layout, occupation or construction assumptions.
- OPDC site: confirm its authority-specific evidence route before relying on the borough list.
Open the council’s current validation gateway. Use the versions linked by the council when assembling the submission.

05 / Local project briefs
Turn local conditions into useful design decisions
The following are illustrative assessment briefs. Start with the actual site and use consistent drawings across air quality, acoustics, ventilation and energy.
Hammersmith · road-facing homes
For a home or sensitive use near the A4 or town-centre junctions, map occupied façades, balconies and intake heights. Compare the road setting with HF5 rather than treating its annual mean as the concentration at every floor.
Useful project outputA receptor and intake schedule aligned with noise and overheating design.
White City · phased regeneration
Check whether early residents, schools or workplaces will be occupied during later demolition and construction. Keep construction dust, construction traffic, operational emissions and Air Quality Neutral calculations identifiable.
Useful project outputA phase-by-phase receptor plan, dust controls and shared assessment assumptions.
Fulham and Sands End · plant and servicing
For mixed-use schemes, kitchens or plant changes, establish fuel, duty cycle, flue position and nearby windows. Consider delivery movements and any credible riverside source; coordinate odour treatment with fan noise and access for maintenance.
Useful project outputA coordinated plant, extract and servicing schedule on the same layout.
Old Oak · authority and cumulative scope
Confirm whether the site falls within OPDC’s planning area. Agree relevant neighbouring schemes, affected roads and construction programmes before fixing the baseline. Review ecological pathways where emissions could affect designated habitats.
Useful project outputAn authority-specific brief and an agreed list of cumulative scenarios.
Coordinate noise, odour and air quality assessment within a shared project brief.

07 / Local action and emerging policy
What is changing in Hammersmith and Fulham?
Planning practice · reported council activity
The 2025 ASR describes dust-risk review, air-quality dust management conditions and NRMM auditing. It reports 581 applications reviewed for air-quality impacts. Read the planning update, pp49–52.
Machinery · prepare for later phases
The ASR sets out a major-development condition pathway towards zero-exhaust-emission machinery: at least 50% of relevant 1–560 kW NRMM by January 2028 and all by January 2030. It also describes Stage V and exemption provisions. Check the actual decision notice and current council approach for the project. Read the published condition wording, p52.
Local Plan · emerging, not adopted
The 6 July 2026 Cabinet decision approved a Regulation 19 draft for consultation. The adopted-plan gateway still identifies the February 2018 plan. Check subsequent consultation, examination and adoption notices at submission. Regulation 19 decision.
Local air-quality action · current priorities
The council’s current gateway identifies the Air Quality Action Plan 2025–2030, adopted on 16 December 2024. Common questions / Local answers
Hammersmith and Fulham air-quality FAQs
Is the whole borough an Air Quality Management Area?
Yes. The current Defra record covers the whole borough for annual NO₂ and daily PM₁₀. The designation remains in place despite improvements in measured concentrations.
Are council diffusion tubes still operating?
The 2025 report says the council’s 56-site NO₂ diffusion-tube network ceased in 2023 following data-quality concerns. It reports no council tube sites for 2024 or 2025 and describes six reference stations and 60 air-quality sensors.
Does a result below 40 mean there is no air-quality issue?
The 40 µg/m³ value is the annual NO₂ objective. Other pollutants, averaging periods, exposure locations and planning requirements still matter. A town-centre monitor does not determine conditions at every proposed façade.
Why is the Riverwalk NO₂ value qualified?
Its 2025 full-year data capture was 64.9%. The report annualised the mean to account for incomplete coverage. Retain that qualification when comparing the result or selecting assessment evidence.
Which local policy and guidance should an application use?
Start with the applicable development plan, including CC10 for borough planning applications, the Planning Guidance SPD and Climate Change SPD. Select the correct validation checklist and check any project-specific request. For sites in OPDC’s area, confirm its planning requirements.
Is the new Local Plan already adopted?
The July 2026 decision approved a Regulation 19 draft for consultation. That decision does not adopt the plan. The council’s Local Plan page continues to identify the February 2018 adopted plan.
Can a low-cost sensor replace reference monitoring?
Sensor data can add valuable spatial and temporal context. Its suitability depends on the instrument, calibration, data quality and assessment purpose. Agree the monitoring method and quality requirements for the actual project.
