01 / Local context

Main roads, town centres and sensitive receptors

Road traffic is a principal local influence in Redbridge, alongside energy use, construction and particles transported from outside London. The adopted plan identifies particular road corridors and town-centre Focus Areas. Match the source, street geometry and occupied receptor rather than transferring a borough-wide average to the site.

Wanstead and the A12 corridor

LP24 identifies Eastern Avenue around Wanstead and the corridor from Redbridge towards Aldborough Road. Review traffic, junctions, street-level exposure and intake positions with current local evidence.

Ilford and mixed-use growth

The Ilford A123 and Ilford Hill Focus Area combines movement, servicing and occupied town-centre façades. Keep transport, energy plant, construction and proposed residential exposure in the same assessment brief.

Hermon Hill and local roads

The plan separately identifies Hermon Hill. Review the site’s road-facing rooms and nearby sources, using the relevant tube and representative background rather than assuming all northern neighbourhoods share one setting.

Schools and the forest edge

The monitoring network includes school settings. Near Epping Forest, coordinate relevant emissions pathways with ecology and HRA. The council’s visitor-mitigation arrangements answer a separate question from pollution effects.

Whole-borough AQMA: Defra’s designation record covers all Redbridge from 31 December 2003 for annual NO₂ and 24-hour PM₁₀. The current annual report’s designation table confirms that borough-wide scope. Keep this distinct from individual Focus Areas.

02 / Monitoring and trends

Read each site and year on its own terms

The newest report linked by the council covers 2025 and was published in July 2026. Both automatic sites were below their reported 2019 NO₂ levels. In 2025, Gardner Close fell from 22 to 20.7 µg/m³, while Ley Street rose from 15 to 16.6. A longer decline can therefore coexist with a recent increase at an individual site.

Full-year NO₂ capture was 99.0% at Gardner Close and 91.6% at Ley Street. Table D labels Ley Street’s 2023 result as annualised. Both annual means were below 40 µg/m³ at the monitors. This does not establish exposure at every proposed façade or identify how much change came from a particular measure. Read the results and quality notes.

23 reported diffusion-tube locations

Tables C and E list sites A–W for 2025, including roadside, near-road, urban-background and school locations. Co-location at the automatic sites supports comparison and bias work. The older gateway’s December 2022 count describes a different reporting period.

Six separate indicative sensors

The report describes six Breathe London sensors for NO₂ and PM₂.₅. Its monthly results table is unpopulated. Keep indicative sensors separate from reference-station results, and confirm siting, calibration and usable capture before quantitative assessment.

Particle trends need their own reading. The 2025 columns show PM₁₀ rising from 2024 at both automatic sites, and Ley Street PM₂.₅ rising from 6 to 9.9 µg/m³. Gardner Close PM₂.₅ measurement was discontinued because the instrument was not approved for that purpose. Do not fill the gap with another channel or infer particle improvement from NO₂.

Use representative local observations with Defra borough data and appropriate backgrounds. Label provisional live readings and modelled inputs separately from annual reported results.

04 / Planning requirements

Build the right indexed submission

Adopted LP24: pollution

The Local Plan was adopted on 15 March 2018. LP24 seeks Neutral major development, addresses specified assessment triggers, exposure, construction and plant emissions, and requires mitigation where needed. LP24(1)(a) addresses Neutral development; LP24(1)(b) identifies assessment triggers. Supporting paragraph 4.14.3 also considers cumulative smaller schemes. LP24, printed pages 106–109.

Use the full August 2026 LPAR

The live validation gateway links the August 2026 requirements. Its AQA entry addresses major schemes facing main roads, defined to include A/B roads, strategic networks and motorways. For schemes away from main roads it sets specific parking-related exceptions. Read these with the full assessment entry and site circumstances; a validation exception does not establish acceptable exposure. Pages 18–20.

Keep Positive evidence identifiable

The LPAR has a separate Positive Statement entry for specified EIA and Mayoral-referral categories. Establish the actual referral route and current GLA scope, then index the design decisions, building and transport emissions, exposure and futureproofing evidence.

Supplementary guidance and obligations

The current register links the Housing Design Guide and Planning Obligations SPD. Section 14 of the latter addresses air quality, Neutral evidence and applicable contributions to the Air Quality Fund. Read its older action-plan and technical references with current documents; contributions need a project-specific basis. Planning Obligations SPD, section 14.

The London air-quality guide and tools help organise impact, Neutral and Positive workstreams. A clear submission index should point to each report, calculation, design measure and supporting drawing.

05 / Local assessment briefs

Four Redbridge settings. Four different briefs.

These illustrative briefs connect local sources and receptors with practical assessment and design decisions.

01

Wanstead: homes facing the A12

For a residential frontage near Eastern Avenue, map occupied rooms, balconies and intakes before choosing the façade arrangement. Gardner Close provides roadside context, while a background station answers a different question. Test the relevance of each dataset to the proposed height, setback and street geometry.

Useful outputA receptor plan and comparison of layout and ventilation options, coordinated with overheating and road-noise advice.

02

Ilford: a phased town-centre scheme

For mixed-use development near Ilford Hill or the A123, align servicing, energy plant and construction access with the first occupied phase. Check local exposure alongside the applicable Neutral and Positive workstreams. Keep traffic and plant assumptions consistent across reports.

Useful outputAn indexed evidence schedule linking each planning test to calculations, drawings, mitigation and the occupation programme.

03

Hermon Hill: a sensitive frontage

For new homes or another sensitive use near this named Focus Area, review road-facing rooms and neighbouring sources. Select representative tube and background evidence, then identify any gap that targeted monitoring could resolve. A parking exception in the validation list needs to be read alongside the exposure question and LP24.

Useful outputA proportionate scope note explaining local exposure, relevant validation provisions and the evidence needed to inform design.

04

Woodford and the Epping Forest edge

For a proposal with traffic that could affect roads near the SAC, agree the transport scenario with the ecology team. Review relevant emissions pathways separately from visitor pressure. The recreational 6.2km Zone of Influence and associated payments do not define an air-pollution clearance zone.

Useful outputA shared traffic and receptor schedule for air quality and HRA, with visitor mitigation recorded as a separate workstream.

What the council reports checking

The July 2026 annual report’s Table L records 142 planning applications with air-quality impact assessments reviewed during 2025, and 57 requiring construction-dust monitoring and reporting. These are separate reporting categories, not a total of distinct projects or proof of delivered pollution reductions.

For a live brief, identify the assessment question, construction-monitoring requirements and reporting route separately. ASR Table L, page 28.

Read the current Epping Forest guidance. Coordinate air quality assessment, noise and odour where the scheme needs shared evidence.

07 / Current changes

Use the newest documents with their correct status

The later council consultation is titled Air Quality Action Plan 2027–2032. The council’s 9 September 2026 notice set a feedback deadline of midnight on 5 October 2026. The consultation material describes a draft awaiting finalisation; the sources checked on 23 October do not establish adoption. Current monitoring and plan library. The July 2026 annual report uses the earlier 2026–2031 draft title, while the library still links the 2020–2025 plan. Use the later consultation record for the proposal’s title and stage. Draft plan consultation; dated council notice.

The August 2026 validation requirements are newer than the April 2024 version still found in search results. Use the live gateway when preparing a submission. Also check the current adopted-plan register and any emerging evidence without treating a new evidence document as an adopted policy change.

For monitoring updates, retain the instrument and data-quality distinctions. For forest-edge schemes, revisit relevant emissions and habitat pathways when transport or source assumptions change.

Common questions / Local answers

Redbridge air-quality FAQs

Is all of Redbridge in an AQMA?

Yes. Defra records a whole-borough AQMA from 31 December 2003 for annual NO2 and 24-hour PM10. The annual report designation table confirms borough-wide coverage. Focus Areas and monitor results are separate checks.

Which local policy applies to air quality?

Use adopted Local Plan LP24 Pollution with London Plan SI1, the current full validation requirements and relevant supplementary guidance. LP24 addresses development emissions, exposure, construction and mitigation, including cumulative smaller schemes in its supporting text.

Which validation list should I use?

The live council gateway links the August 2026 Local Planning Application Requirements. Read the full AQA and Positive Statement entries for the actual proposal. The quick matrix is an orientation aid rather than the complete scope.

What do the latest monitoring results cover?

The newest linked annual report was published in July 2026 and covers 2025. Annual NO2 was 20.7 µg/m³ at roadside Gardner Close and 16.6 µg/m³ at urban-background Ley Street, with full-year capture of 99.0% and 91.6%.

Does the borough use diffusion tubes and sensors?

Yes. The 2025 tables list 23 diffusion-tube locations, A–W. The report also describes six Breathe London indicative sensors. Keep these methods separate from reference monitoring and check their siting, capture and quality.

Did every pollutant improve in 2025?

No. Gardner Close NO2 fell, while Ley Street NO2 rose. The 2025 table columns also report higher PM10 at both automatic sites and higher PM2.5 at Ley Street than in 2024. Interpret each pollutant and site separately.

Does an Epping Forest contribution settle air-quality effects?

The council’s SAMMs and SANGs arrangements address visitor pressure for qualifying development within the recreational Zone of Influence. Relevant road or combustion emissions need a separate pathway review coordinated with ecology and HRA.

Can an earlier assessment be reused?

Check its policy and validation editions, source inventory, transport and plant, monitoring and background inputs, receptor positions and assessment year. Retain representative evidence and update material changes and mitigation assumptions.
