Air quality assessment in Barnet
Build a site-specific air quality brief for Barnet’s road corridors, conversions and growth areas. ACP provides air quality assessment, monitoring and mitigation advice that connects local planning requirements with the proposed use, ventilation, transport and construction strategy.
Use the adopted 2025 Local Plan and June 2026 design guidance, with evidence suited to the actual street and receptor.

01 / Local context
Major routes and local centres create different questions
A406, A41, A5 and Brent Cross
Assess road influence, junctions, façade setback and construction or servicing traffic. The council’s local evidence identifies stronger pollution pressures in south-west Barnet. Major regeneration and new homes need a common set of transport, phasing and exposure assumptions.
Finchley, Golders Green and Edgware
Busy high roads, transport interchanges, shops and restaurants combine transient and longer-term exposure. A flat conversion can introduce bedrooms above a commercial use without changing the external footprint. Review intake and window positions alongside noise and overheating.
Mill Hill, Whetstone and quieter residential settings
A borough-wide designation does not make every site equivalent. Main-road homes, schools, gardens and background locations need different evidence. Match the monitor or modelled background to the source, height and occupancy rather than choosing the nearest convenient value.
Understand the designated AQMA
Defra’s Barnet AQMA record describes borough-wide coverage for annual NO₂ and daily PM₁₀, declared on 18 April 2001 and amended on 1 July 2010. The 2010 amendment added hourly NO₂ because of exceedances at a bus station and some high streets. Check the relevant averaging period alongside the site’s current exposure evidence.

02 / Monitoring and trends
Keep current readings separate from annual assessment evidence
Barnet’s current monitoring gateway lists a 2026 ASR reporting calendar-year 2025. It describes two continuous locations, Chalgrove School and Tally Ho Corner, plus NO₂ diffusion tubes at 15 locations. Indicative Breathe London sensors provide additional coverage and require their own interpretation.
The current provider report below covers 1 January–30 September 2026, compiled on 2 October. It is explicitly provisional. These year-to-date means show the contrast between a kerbside and urban-background location; they are not full-year annual means and do not establish annual compliance.
A useful historical comparison
The 2022 ASR records Tally Ho annual NO₂ falling from 38.8 µg/m³ in 2016 to 29.0 in 2022, while Chalgrove fell from 28.0 to 18.0. Those are dated historical observations. Do not extend that series with provisional 2026 partial-year means or attribute the movement to one policy.
2022 ASR, Table D gives 2022 NO₂ capture of 99.7% at Tally Ho and 99.8% at Chalgrove. The newer 2026 ASR for 2025 provides the annual reporting reference for 2025. Use the relevant ratified annual results when selecting assessment inputs.

03 / Network and pollutant coverage
Two continuous settings and a wider passive network
| Monitoring location | NO₂ | PM₁₀ | PM₂.₅ |
|---|---|---|---|
| Tally Ho / kerbside | 19.8 | 14.9 | 7.9 |
| Chalgrove School / urban background | 12.9 | 16.6 | Not listed |
Source: WSP Barnet Monthly Report, September 2026, cumulative-statistics tables, compiled 2 October 2026. Rounded to one decimal. Period capture: Tally Ho NO₂ 99.8%, PM₁₀ 85.4%, PM₂.₅ 85.1%; Chalgrove NO₂ 99.8%, PM₁₀ 99.6%. All values are provisional and subject to change. “Not listed” refers to this report’s coverage, not a zero concentration.
Reference stations and instrument coverage
The September 2026 provider report lists NO₂ and PM₁₀ at both continuous stations, with PM₂.₅ at Tally Ho. It records Tally Ho PM₂.₅ monitoring starting on 30 November 2023. The council gateway describes the network collectively; it should not be read as every pollutant being measured at both sites.
Diffusion tubes and roadside exposure
The current council gateway describes monthly NO₂ diffusion tubes at 15 locations. The older 2022 ASR includes sites on Hendon Way, Golders Green Road, High Street Barnet and Station Road Edgware. Tube values need bias adjustment, capture review and appropriate receptor-distance treatment; older site lists are not a current instrument inventory.
Particles, construction and local sources
Road traffic includes non-exhaust particles as well as exhaust emissions. Match particulate evidence to the required size fraction and period. Construction dust, commercial extraction and any combustion plant need separate source and receptor reviews. An indicative sensor or short monitoring period cannot automatically replace the agreed assessment method.
04 / Planning requirements
Use the adopted plan and the new design SPD
Local Plan 2021–2036: ECC02
Barnet adopted its Local Plan on 4 March 2025, replacing the 2012 framework. ECC02 addresses environmental considerations, with Table 17 setting air-quality assessment requirements. Read it alongside London Plan SI 1 and the current application checklist.
Sustainable Design and Development Guidance SPD
The SPD adopted on 15 June 2026 replaces the 2016 sustainable design/construction and residential design guidance. Its six parts distinguish technical design, flat conversions and HMOs, residential alterations and other topics. Choose the relevant part and use current ventilation, exposure and layout assumptions.
Current validation: exposure matters for minor schemes
The householder, full, outline and reserved-matters checklist requires an assessment for development that may worsen air quality, including relevant commercial/industrial uses and CHP or biomass. Minor development can need one in poor-air-quality areas or where London Plan SI 1(B1) may not be met.
Neutral, Positive and supporting extraction evidence
The same checklist requires Air Quality Neutral evidence unless specifically excluded, with a simplified route for minor development. Relevant large-scale EIA development must demonstrate a Positive approach. Ventilation/extraction and significant odour sources have separate information requirements. Keep these submissions coordinated and proportionate.
05 / Assessment and design
Resolve exposure with the building and street design
Conversions and new sensitive rooms
Provide existing and proposed room uses, occupied floors, road-facing façades, windows and intakes. A change of use can change exposure without creating additional traffic. Test layout and ventilation alongside thermal comfort and acoustic constraints.
Growth-area phasing and traffic
At Brent Cross, Colindale or another growth location, align assessment traffic with the relevant phase and programme. Include construction routes and nearby occupied phases. Consider cumulative development where it changes the baseline or assessment scenario.
Plant, extraction and outdoor spaces
Record combustion sources, commercial kitchens, generators and exhaust discharge. Map neighbouring windows, intakes and outdoor amenity. Check whether air quality, odour or noise assessments need consistent plant and operating inputs.
Coordinate related noise assessments and odour advice. The London assessment tools explain the wider workstreams.
What your assessment should resolve
A conversion on a busy road
Identify new sensitive rooms and occupied floors, then compare façade and intake options. Provide one layout shared by the air quality, noise and overheating assessments.
Neutral and Positive submissions
Record the applicable benchmark method, exclusions or simplified route and the plant/transport inputs. Add a Positive design statement where the scale and EIA requirements call for it.
Plant, extraction and construction
Specify source locations, duties and exhausts, plus construction phases and neighbours. Explain the evidence and controls required for each workstream before fixing the submission package.
06 / Planning in practice
How local planning practice separates the evidence
A lesson from the council’s validation requirements
Barnet’s current checklist treats impact assessment, Air Quality Neutral, relevant Air Quality Positive and ventilation/extraction details as distinct requirements. A small conversion above a busy road can therefore raise exposure questions even when its additional traffic is limited.
Illustrative brief: flats above a high road
For a conversion on a main road, compare new bedroom locations, outdoor amenity and intake options with representative roadside evidence. Keep servicing and nearby commercial extraction in view. This is an illustrative design scenario, not a claim about a completed project or a measured outcome.

Answer five questions to build a starting brief. “Not sure yet” keeps unresolved points visible. Answers are processed on this page.
The planner organises a project brief. It does not determine legal requirements or demonstrate compliance.
08 / Emerging requirements
A recent SPD and the next plan review are different stages
The June 2026 design SPD is adopted guidance. The 2025 Local Plan adoption papers also describe an early review and an updated Local Development Scheme aligned with London-wide plan-making. A programme for a replacement plan does not replace the adopted development plan.
Track successor London guidance and the borough’s current policy notices when fixing the submission date. Keep the latest ASR, later provisional provider reports and indicative sensor data clearly labelled by measurement period and status.

Barnet air-quality FAQs
Is the whole of Barnet in an AQMA?
Defra records a borough-wide AQMA for annual NO2 and daily PM10, amended in 2010 to include hourly NO2 following exceedances at a bus station and some high streets. Check the designation, pollutant and averaging period; this is different from saying every address currently exceeds an objective.
Which Barnet air quality policy should my application use?
Use ECC02 and the relevant table in the Local Plan 2021–2036, adopted on 4 March 2025, together with London Plan SI 1 and the current application checklist. The June 2026 design SPD supports implementation.
Does the June 2026 SPD replace the 2016 guidance?
Yes. The council states that its Sustainable Design and Development Guidance SPD, adopted on 15 June 2026, replaces the sustainable design/construction and residential design SPDs from 2016. Separate parts address conversions, HMOs and residential alterations.
Can a conversion or minor development need an assessment?
Yes. Barnet’s checklist includes minor development in poor-air-quality areas or where there is significant risk of failing London Plan SI 1(B1). New bedrooms or other sensitive uses on a busy road can raise exposure questions even without much additional traffic.
Is Air Quality Neutral only required for major development?
The checked Barnet checklist says all development requires Neutral evidence unless specifically excluded, with a simplified assessment for minor development. Confirm the applicable scope. Neutral benchmarking is separate from local exposure, impact, construction and any relevant Positive approach.
Where does Barnet monitor NO2 and particles?
The current gateway lists continuous stations at Tally Ho and Chalgrove School and diffusion tubes at 15 locations. The September 2026 provider report lists NO2 and PM10 at both continuous stations and PM2.5 at Tally Ho. Indicative sensors add coverage but require separate interpretation.
Can the 2026 year-to-date values prove annual compliance?
No. The displayed values cover January to September 2026 and are explicitly provisional. A partial year can have a different seasonal balance and data capture from a full year. Use the appropriate ratified annual report and agreed assessment method for annual conclusions.
How should air quality link with noise and overheating?
Use consistent room layouts, windows, intakes, plant duties and operating periods. A ventilation response intended to reduce air-pollution exposure should remain compatible with acoustic conditions, summer comfort and building design. Resolve conflicting assumptions early.
