Air quality assessment in Brent
Air quality assessments for Wembley, Neasden, Harlesden, Kilburn and the wider borough. Connect the policy map, traffic, industrial surroundings and future occupants to a clear design and submission brief.
Define the baseline, assess the change and connect the findings to design.
Discuss your projectPositive design where required
BSUI2 links major development in Growth Areas and Focus Areas to Air Quality Positive.
Local evidence, clearly qualified
Roadside and industrial stations, tube networks and pollutant-specific monitoring.
A coordinated submission
Keep impact, exposure, Neutral/Positive evidence and construction controls identifiable.
01 / Local context
A site-specific brief for Brent
North Circular and Neasden
Check busy-road exposure alongside the industrial setting, servicing and nearby operations. The IKEA roadside and Neasden Lane industrial monitors illustrate distinct environments rather than a borough-wide average.
Wembley and mapped growth
Establish the site’s Growth Area and Air Quality Focus Area designations early. For relevant major development, record how energy, movement and public-space choices support the local Positive requirement.
Harlesden, Kilburn and sensitive uses
Street-level siting, schools, housing and ventilation matter alongside the development’s own emissions. In Park Royal, first establish whether Brent or the development corporation is the planning authority.
02 / Measured evidence
Read the latest year alongside the trend
The council’s ASR 2025 contains calendar-year 2025 measurements. The records below show different histories: roadside IKEA increased in the latest year, while Neasden Lane decreased.

Council ASR: automatic annual NO₂ table. 2025 NO₂ capture: BT4 97.4%; BT5 99.7%. Both exceed 75%, so no annualisation is required for these latest values. Measurements are at the station inlet, not adjusted to the proposed development.

Council ASR annual tables · Current network information. Values describe monitoring sites; exposure and proposed sources require a site-specific review.
Network counts need dates and definitions
The live council page describes four automatic stations and 45 diffusion locations. The 2025 ASR describes 123 tubes in the council’s jurisdiction, including a 36-tube School Streets network. Tubes and locations are not interchangeable counts.
NO₂ tubes add spatial detail
At tube 41, rear of 246 Neasden Lane, the ASR gives 48.0 µg/m³ at the monitor and 43.6 µg/m³ at relevant exposure after distance correction. Keep corrected receptor values distinct from monitoring-inlet results.
Particles and additional monitoring
All four stations report NO₂, PM₁₀ and PM₂.₅; IKEA also monitors ozone. The ASR describes support for Defra’s PAH monitoring at Kingsbury High School. Different pollutants require different evidence.
Raw monthly data is provisional evidence
The council warns that its monthly tube laboratory results have not received the required corrections. There is no monthly UK NO₂ objective. Use the ratified annual assessment for annual-objective comparisons.
04 / Policy and submission
Apply the adopted policy and actual checklist
Adopted Local Plan: BSUI2
The 2019–2041 Local Plan was adopted on 24 February 2022. BSUI2 requires major development within Growth Areas and Air Quality Focus Areas to be Air Quality Positive, and elsewhere Air Quality Neutral.
Map the local Positive scope
Do not assume the London-wide Positive route alone describes Brent’s requirement. Confirm the adopted mapped designations and development scale, then keep a design-stage record of the opportunities assessed.
A borough-wide AQMA
Brent’s council confirms the current AQMA covers the whole borough for NO₂ and PM₁₀. Defra records the original declaration in 2006 and amendment in January 2024. Check mapped Focus Areas separately: they are not the same designation.
Select the actual validation list
The application gateway provides lists for different application types. Its further-information document separates AQA, Neutral and Positive assessments, with opening-year scenarios, sources, receptors and mitigation integrated into design.
Construction and NRMM
The council’s development guidance addresses demolition and construction dust, non-road mobile machinery, heating and transport. Scope construction controls separately from the occupied-development assessment.
Authority and emerging policy
Parts of Park Royal lie within the Old Oak and Park Royal Development Corporation area. Confirm the authority and applicable plan before applying a checklist. Brent is preparing a new Local Plan; keep emerging material separate from the adopted BSUI2 policy.

05 / Assessment to design
Make the assumptions and design response traceable
Baseline and opening year
Identify the baseline year, anticipated occupation, background data and transport assumptions. Explain cumulative development and avoid counting the same changes twice.
Exposure, energy and ventilation
Show occupied rooms, terraces, windows, intakes and discharges in plan and section. Coordinate air quality with noise, overheating and plant selection while options remain open.
Mitigation and verification
Connect the assessment findings to drawings, specifications and construction controls. Define any monitoring purpose and the action to take when an agreed trigger is reached.

How local evidence shapes a project brief
Havenwood and Kingsgate: separating the tests
The 10 December 2025 officer report for application 25/1069 placed the Wembley housing proposal inside the AQMA but outside Growth and Focus Areas. It reviewed residential exposure, construction dust and Air Quality Neutral evidence separately, and recommended Construction Method Statement and NRMM conditions.
Build Positive evidence where the map requires it
For relevant major schemes in a Growth Area or Focus Area, BSUI2 requires a different design response. Record opportunities for cleaner energy, movement and public space while options remain open. Keep the Positive design record, impact assessment and construction controls traceable to the same proposal.
Application 25/1069, officer report dated 10 December 2025, paragraphs 215–223 · Council development guidance. This example describes the officer’s assessment and recommended controls at that date; completion and post-occupation outcomes have not been verified.

Keep emerging material and later evidence in view
New Local Plan preparation
The council’s current Local Plan gateway identifies preparation of a new plan. Check consultation and examination stages as they develop; a published proposal does not replace adopted BSUI2.
Action Plan 2023–2027 and later evidence
Review the council’s action-plan delivery and the next annual monitoring report. Keep intended interventions and awareness programmes separate from demonstrated changes in pollutant concentrations.

Questions / Local answers
Brent air-quality FAQs
Is all of Brent in an AQMA?
The council confirms a borough-wide designation for NO₂ and PM₁₀. Defra records an amendment in January 2024. Air Quality Focus Areas are separate mapped locations and must also be checked.
When does Brent require Air Quality Positive?
Adopted policy BSUI2 requires major development in Growth Areas and Air Quality Focus Areas to be Air Quality Positive. Elsewhere it requires Air Quality Neutral. Confirm the site’s mapped position and proposal scale.
Which local air-quality policy is adopted?
BSUI2 in the Brent Local Plan 2019–2041, adopted on 24 February 2022. The council is preparing a new plan, but emerging material should be identified separately from the adopted policy.
How many diffusion tubes are there?
The live monitoring page describes 45 locations, while the 2025 ASR reports 123 tubes across the jurisdiction, including a 36-tube School Streets network. These are different definitions and should not be presented as one current-location count.
Can monthly tube results be compared with the annual objective?
No direct comparison is appropriate. The council’s raw monthly results have not received all required corrections, and there is no UK monthly NO₂ objective. Use the quality-controlled annual dataset.
Why consider Neasden separately from roadside locations?
The automatic station is classified as industrial. Review actual nearby operations, servicing, roads and receptors rather than treating an industrial monitor as interchangeable with a roadside or background location.
Does Air Quality Neutral replace an impact assessment?
No. Neutral benchmarks, pollutant impacts, exposure and Positive design evidence answer different questions. Identify the evidence required for the application and coordinate the outputs.
Which planning authority applies in Park Royal?
Some sites fall within the development corporation’s planning area. Establish the exact boundary before selecting the adopted plan and validation requirements.
