Discuss your Camden project
01

Define the evidence

Bring together the application, energy strategy, traffic and future occupants.

02

Plan monitoring early

Allow time to agree the baseline period before fixing the start on site.

03

Resolve design choices

Coordinate ventilation, plant, noise and construction controls.

Local context / Monitoring and exposure

Camden air quality: different places, different pressures

Start with the sources, streets and occupied spaces around your site. Euston Road, Finchley Road and Camden High Street have different traffic and exposure conditions. Check rail activity, servicing, building plant and construction where relevant to the location.

01

Traffic and street layout

Locate windows and ventilation intakes against busy roads, junctions and servicing routes. A roadside result can differ substantially from urban-background conditions.

02

Heat, power and activities

Identify boilers, generators, commercial cooking and any relevant rail emissions. Coordinate combustion particles, NOx, odour and fan noise within the same equipment brief.

03

Works and sensitive uses

Map demolition, earthworks, construction access and nearby homes, schools or healthcare uses. Use the local dust-risk and monitoring requirements below when planning the programme.

Designation / Whole borough

Camden’s AQMA remains in force

The Defra register records a borough-wide declaration dated 20 September 2002, covering NO₂ and PM₁₀. The council’s 2025 report specifies annual NO₂ and daily PM₁₀ objectives.

Designation and current monitoring answer different questions. An AQMA is not a statement that every street exceeds an objective.

Latest evidence / 2025 monitoring

Four NO₂ records above the objective

Defra’s local authority dashboard shows 337 of 341 included NO₂ records as compliant. The council report identifies one automatic station and three diffusion-tube locations above 40 µg/m³, all along Euston Road.

Check the selected dataset and monitoring period before comparing counts. The dashboard is a reporting summary, rather than a complete live sensor inventory.

Camden High Street fell from 26 to 19 µg/m³ between 2024 and 2025. The council links this to the pedestrianisation trial that began in May 2025. Euston Road remained at 42 µg/m³. Use the council’s September 2026 summary alongside the full report.

Diffusion tubes extend the local picture

The council reports 420 tube-monitoring sites by the end of 2025. Of these, 337 had sufficient coverage for inclusion in the annual report. Those are different network and reporting counts; they should not be interchanged.

Particles and other pollutants also matter

The report lists five automatic stations. Four measure NO₂; four measure PM₁₀ and PM₂.₅. Bloomsbury also measures ozone and SO₂. Pollutant coverage varies by station.

Sources / Assessment implications

Look beyond exhaust emissions

Building heat and power, cooking, construction and non-exhaust traffic particles can affect the scope. Pollution transported into London also contributes to ambient concentrations. Emissions inventories describe releases from sources; monitoring describes concentrations at particular places.

Use Camden’s monitoring portal for station and diffusion-tube data. Keep provisional recent readings separate from ratified annual results. Consider additional pollutants or ecological receptors where the proposal creates a relevant pathway.

01 / Application evidence

When do you need an air quality assessment in Camden?

Camden’s Local Area Requirements 2025, pages 19–20 lists major development, biomass or gas CHP, substantial earthworks or demolition, and proposals with significant air quality effects. CHP-network connections also need consideration where extra capacity was not assessed previously.

Small schemes need care too. A basic assessment can be required for new buildings, substantial refurbishments or changes of use that expose occupants to poor air quality.

Basic assessment

Explain existing air quality, who will occupy the development, construction effects and the design response. Link the evidence to the actual rooms, outdoor spaces and air intakes.

Detailed assessment

The validation list identifies more than 75 new homes, commercial floorspace of at least 2,500 m², substantial earthworks or demolition, and relevant exposure or traffic effects. Significant traffic changes on roads carrying over 10,000 vehicles daily are specifically listed. These examples supplement the wider triggers.

Detailed work may require dispersion modelling. Agree scenarios, source inputs, receptors and mitigation at the outset.

Prepare the submission documents

Use the assessment report, council air quality proforma and applicable Air Quality Planning Checklist together. Cross-reference the report sections so the planner can find each answer.

The council webpage specifically requires the checklist for major schemes needing an AQA. The linked 2019 checklist says all developments subject to an AQA. Include it with an AQA unless the council confirms otherwise.

02 / Build a useful brief

Camden assessment scope planner

Answer five questions to produce a starting checklist for a discussion with your planning team. This tool organises evidence; it does not determine an application or replace a site assessment.

Your proposal

Answers stay in this page. Basis: Camden application requirements and Air Quality CPG, January 2021. Source check: 19 October 2026.

03 / Protect the programme

Allow time for dust-monitoring agreement

Camden’s application webpage specifies real-time PM10 monitoring for medium- and high-risk dust sites and a three-month baseline. However, paragraph 4.10 of its adopted January 2021 Air Quality CPG normally calls for at least six months, ideally twelve. These are different published positions.

Agree the applicable period, locations and method with the council for your project before fixing mobilisation. The planner below compares calendar scenarios. It does not choose which requirement applies.

01

Agree the scope

Confirm risk, receptors, equipment and baseline requirements.

02

Establish the baseline

Install, check and review the monitoring evidence.

03

Review before works

Resolve conditions, reporting and action arrangements.

Compare baseline programme scenarios

Calendar planning only. Installation, approvals, data gaps and reporting can require extra time. Source positions: application webpage / CPG paragraph 4.10.

04 / The assessment package

What should your Camden brief cover?

A baseline matched to the site

Start with the site layout and the question the assessment must answer. Review monitoring location, height, year, completeness and nearby sources. A roadside measurement may not describe an upper-floor courtyard or an air intake.

Camden’s air quality evidence page provides council reports and monitoring information. Its current action-plan gateway lists the 2023–2026 Clean Air Action Plan. Keep the report edition and measurement year explicit when choosing data.

Operational assessment and design

Bring the proposed uses, floor levels, ventilation strategy and plant details into the same evidence package. Where modelling is needed, document the inputs and assumptions. Then test practical changes while the layout can still respond.

A usable monitoring brief

Record who receives alerts, how equipment is checked, how data are reviewed and what happens when an action level is reached. The brief should connect a measurement to a practical response, including inspection and a record of corrective action.

05 / Coordinate the details

Air quality, noise and odour in one project brief

On a constrained Camden site, the best location for an air intake may also need an acoustic review. A commercial kitchen introduces extract, odour and fan-noise questions. Coordinate these decisions before equipment positions become fixed.

Use our noise assessment and odour assessment services where those issues form part of the project. A shared layout helps the separate assessments work together.

Illustrative scoping example

Homes above a commercial unit

A proposed conversion adds homes above a unit beside a busy road. The brief would identify future occupants, window and intake positions, existing extract and proposed energy equipment. Any demolition package would have its own dust review.

Useful early decisions include whether the layout can reduce exposure, which plant details are still missing and whether monitoring affects the programme. The assessment follows the actual site evidence.

06 / Policy and practical design

Camden planning policy and supplementary guidance

Local Plan 2017 — Policy CC4: Air quality

Policy CC4 addresses both emissions from development and exposure of its occupants. Its purpose is to reduce air pollution impacts through assessment and mitigation. Sensitive uses such as homes and schools need a design that addresses poor air quality.

Read CC4 alongside A1: Managing the impact of development, as identified in the validation list. Depending on the scheme, C1 (health), A3 (biodiversity), CC1 (climate mitigation) and T1–T4 (transport) also inform the brief.

Adopted Local Plan, 3 July 2017 — CC4, printed pages 269–270

Air Quality CPG — adopted January 2021

This supplementary planning document explains CC4. Use sections 3–5 for assessment scope, emissions controls and conditions. Paragraphs 3.5–3.7 address conservative modelling, cumulative effects, generators and exposure; paragraph 4.10 covers construction monitoring.

Record the chosen background data and future-year assumptions explicitly. The CPG asks for a conservative approach to future emissions and backgrounds. Resolve any departure when agreeing the modelling method.

Local validation list — November 2025

The council’s validation gateway dates its current list to 20 November 2025. The air quality entry sits on pages 19–20. Check the proposal against this list and the separate assessment webpage before submission.

Supporting guidance includes Amenity and Planning for Health and Wellbeing. Check any neighbourhood plan and site-specific planning brief applying to the address, particularly where land uses, construction or sensitive neighbours need coordination.

Validation requirements and supporting documents

Manual B and the design checklist

Camden still links Manual B: reducing air pollution in new developments. It explains how energy demand, heating choices and controls affect emissions. It dates from 2013, so read its practical design principles alongside current policy and technical standards.

The 2019 planning checklist connects transport, CHP, occupant exposure, dust controls and Air Quality Neutral evidence. Coordinate the energy and ventilation designs with the AQA; identify missing plant specifications clearly.

London Plan SI 1 and current London guidance

Policy SI 1: Improving air quality sits alongside Camden’s policies. Use the February 2023 Air Quality Neutral guidance for its current scope, benchmarks and simplified routes.

Some Camden documents retain older London policy numbers and technical references. For London-wide requirements, use the current guidance linked in our London policy guide. Air Quality Positive is a separate design approach for relevant large-scale proposals, not a label earned by passing a Neutral calculation.

Emerging Local Plan — October 2026 consultation

The council announced Main Modifications on 12 October 2026, with consultation closing on 23 November. The replacement plan remains emerging at this review. Check its stage and any relevant weight at the application date; do not confuse its policy numbering with adopted CC4.

Camden examination updates

What is changing beyond Camden?

London: the Draft London Plan remains emerging. Its general consultation deadline was 15 October 2026. Track the examination and final adoption before treating proposed changes as adopted requirements.

England: Defra’s interim PM2.5 planning guidance encourages attention to emissions and exposure. The July 2026 target delivery plan distinguishes statutory 2040 targets from interim 2030 objectives. Explain how design reduces exposure and emissions; national targets do not themselves decide an individual application.

Technical guidance: the IAQM register lists revisions to land-use planning, construction dust and construction monitoring guidance in progress. Use the latest published edition until a final replacement appears, then review the implications for the project.

Source review: 19 October 2026. Check the application address, conditions and latest published editions when confirming the project scope.

Local horizon / Proposed 2027–2030 action plan

A new Clean Air Action Plan is being prepared

The consultation closed on 13 September 2026. The council expects the revised plan to be considered by Cabinet in December 2026. It remains emerging at this review date; do not treat it as adopted requirements.

08 / Common questions

Camden air quality questions

Can a small Camden scheme need an assessment?

Yes. Scale is only one consideration. The proposal’s emissions, demolition works or exposure of future occupants can require review. Use the council’s application guidance alongside the site details.

Is the baseline always three months?

Do not assume that. Camden’s application webpage and adopted CPG give different periods. Agree the applicable requirement before relying on a start date; the programme tool shows separate scenarios.

Which documents accompany a Camden AQA?

Prepare the report, air quality proforma and applicable planning checklist. Cross-reference the energy strategy, drawings, dust controls and mitigation so the documents describe the same proposal.

Can an existing monitoring report be reused?

It may be useful if its location, period, quality and purpose match the current question. Review those points before relying on it for a different proposal.

Does a basement need a dust assessment?

A small floor area does not settle the question. Excavation, demolition, vehicle movements and nearby neighbours can make dust controls important. Camden’s Air Quality CPG expressly includes basements among minor schemes that may need construction-impact assessment.

Where can I compare other London boroughs?
