Air quality assessment in Enfield

Air quality assessment for Enfield’s road corridors, regeneration sites and sensitive new uses. ACP helps you connect local policy, monitoring and mitigation with a clear planning submission.

From the A406 and A10 to Edmonton and the Lee Valley, start with the sources and receptors around your site.

01 / Local context

Match the assessment to the part of Enfield

A406 · Bowes, Palmers Green and New Southgate

The North Circular creates a distinct roadside setting. Assess occupied façades, opening windows and intakes alongside noise and overheating. The area plan calls for living and sleeping rooms to face the less polluted side, with ventilation designed around cleaner air.

A10 · Southbury and Enfield Town

Compare a road-facing conversion with quieter streets behind it. Local traffic, junctions, servicing and the height of proposed bedrooms can change the assessment. Select monitoring evidence for the actual setting rather than using one borough-wide average.

Edmonton · Meridian Water and industrial neighbours

Phased regeneration can place new residents beside continuing works and existing operations. Record construction access, plant, servicing and occupation dates. The Edmonton Leeside plan separately addresses EcoPark redevelopment under EL17 and Deephams under EL18, including odour considerations.

Lee Valley · habitat and emissions pathways

Consider Epping Forest SAC and Lee Valley SPA where an affected road or plant could create a relevant pathway. Coordinate air-quality and ecology assumptions. Recreational-pressure mitigation and emissions assessment address different effects; one does not discharge the other.

02 / Monitoring and trends

Long-term improvement, mixed recent changes

Enfield’s October 2026 report covers measurements from 2025. All four automatic NO₂ stations recorded small increases from 2024, although concentrations remained below their 2019 levels. Bowes rose from 24 to 25.4 µg/m³; the Enfield 1A tube fell from 45.3 to 43.3 µg/m³.

Diffusion tubes · finer roadside coverage

The 22 reported locations complement the four automatic stations. The report applies a national bias factor of 0.78 for 2025. Choose comparable roadside or background locations and check capture, annualisation and receptor distance before using a result.

Particles · retain the coverage caveat

Bowes reports PM₁₀ of 14.6 and PM₂.₅ of 8.9 µg/m³. Tables G and I record only 7.8% full-year capture, while the narrative says the replacement analyser began in April. That inconsistency needs clarification before these values support an annual compliance conclusion.

Indicative sensors · useful additional context

Appendix C reports NO₂ and PM₂.₅ sensors at North Middlesex Hospital and Meridian Angel Primary School, with missing early-2025 months. The council web summary names a different second site. Use the dated report for 2025 and verify current deployment before designing a survey.

Background · choose the right evidence

Compare the council network with Defra background information and LondonAir records for the same year. A suburban or urban-background monitor represents a different setting from the kerbside. Provisional live readings describe recent conditions; they are not a ratified annual baseline.

04 / Council policy and guidance

DocumentWhat the application should address
DMD 65 · Air qualityAir Quality Neutral development, effects on local air quality, and exposure of sensitive uses. Major schemes in hotspots and development with significant air-quality implications require assessment.
DMD 64 · Pollution controlDemolition, construction, operation and maintenance. Keep air, dust, noise and odour assumptions consistent where sources or receptors overlap.
London Plan SI 1Apply the relevant assessment, Neutral and Positive requirements alongside local policy. A Neutral calculation does not answer every local exposure question.

What the September 2026 checklist asks for

The current non-householder checklist lists major development and schemes with potentially significant direct or indirect air-quality effects. Its detailed assessment examples include:

  • Major schemes exposing occupants beside busy roads, diesel railways or congested areas.
  • Substantial demolition or earthworks.
  • Development significantly changing traffic on busy roads.
  • Sensitive uses introduced into areas of poor air quality.

Read the assessment entry on page 16. Select the checklist for the application type and agree the proportionate evidence at the outset.

Edmonton Leeside and other area documents

Check EL17 for EcoPark-related proposals and EL18 for Deephams, including odour and neighbouring development. Also check the North East Enfield area plan, Meridian West SPD or other documents where their boundaries cover the site. Use the adopted-plan register.

05 / Assessment and design

Turn the evidence into design decisions

New bedrooms beside a busy road

Compare the occupied façade, opening windows and air intakes with representative evidence. Test layout options while the ventilation, overheating and acoustic strategies can still be coordinated.

Outline applications and staged occupation

Define a realistic assessment envelope for traffic, plant and phasing. Record what is fixed now and which details require later review. Early residents may become receptors during later construction.

Industrial neighbours and energy plant

Identify actual activities, emissions, flues and duty cycles. Include neighbouring sources where they could affect the scheme, and the scheme’s own effects on existing neighbours.

Ecology and nitrogen deposition

Where the affected road network or plant emissions connect to designated habitats, coordinate the assessment purpose, scenarios and receptor locations with the ecology workstream. Human-health objectives do not answer every ecological question.

Bring noise, odour and air quality assessment inputs into a common project brief.

07 / Local action and emerging policy

What is changing in Enfield?

What Enfield has been doing

The latest ASR describes the Bowes and Fox Lane quieter-neighbourhood schemes as permanent, alongside School Streets, anti-idling work and NRMM checks. These measures help explain local transport and construction priorities. They do not prove that any one measure caused a monitor’s change. See action-plan progress, pp29–34.

What is still emerging

The new Local Plan remains in examination on the council gateway checked for this review. Its September 2025 air-quality note identifies exposure concerns at Colosseum Retail Park, Upton/Raynham Road and the former New Southgate gasholder site. It discusses emerging ENV1 and possible modifications. Read the site-specific examination note.

Common questions / Local answers

Enfield air-quality FAQs

Is the whole of Enfield in an AQMA?

Yes. Defra records a whole-borough AQMA, declared on 31 March 2001, for annual nitrogen dioxide and daily PM10. A designation and an individual monitoring result answer different questions.

When does Enfield ask for an air quality assessment?

The September 2026 checklist covers major development and schemes with significant direct or indirect air-quality effects. Examples include exposed occupants beside busy roads, substantial demolition or earthworks, significant traffic changes and sensitive uses in poor air quality. Read these with DMD 65 and London Plan SI 1.

Does Enfield use diffusion tubes?

Yes. The report published in October 2026 lists 22 NO2 diffusion-tube locations for 2025 alongside four automatic NO2 stations. Check capture, bias adjustment and any receptor-distance correction.

Why does Enfield 1A show both 43.3 and 32.7?

The 43.3 µg/m³ value is the reported 2025 mean at the kerbside tube. Table O predicts 32.7 µg/m³ at the receptor after distance adjustment. Keep the measured and adjusted values separate.

Do lower NO2 readings remove the need for assessment?

No. Scope depends on the proposal, source and receptor setting, local policy and the council request. Exposure, new emissions, particles, construction dust and relevant ecological effects can still need assessment.

Can the 2025 particle values prove annual compliance?

The report lists PM10 at 14.6 and PM2.5 at 8.9 µg/m³ at Bowes, but records 7.8% full-year capture in both particle tables. Clarify that coverage and representativeness before using the values for annual conclusions.

Can air quality affect protected habitats near Enfield?

Yes. Relevant road or plant emissions can create pathways to designated habitats, including Epping Forest SAC and Lee Valley SPA. Scope depends on the source and affected receptors. Recreational mitigation addresses a different effect; coordinate any air-quality and ecology evidence.

What information helps with a phased development?

Provide the phasing and occupation programme, construction access, occupied receptors and the assumptions for traffic, plant and ventilation. Identify which details are fixed and which require later assessment.
