Air quality assessment in Islington
An air quality assessment in Islington should be coordinated with the Local Plan and Climate Action SPD. The strongest brief records how the design has responded to air quality, alongside the assessment of development emissions and future exposure.
ACP helps applicants and design teams define the evidence, coordinate the assessment and plan practical next steps.

Local context / Streets, sources and exposure
From Holloway Road to the southern city fringe
Islington combines busy through-routes, dense housing, workplaces and construction beside occupied buildings. Begin with the actual street, source and receptor relationship.
Roads, junctions and bus activity
The Local Plan identifies Holloway Road, Angel, Seven Sisters Road, Old Street and King’s Cross/Caledonian Road as areas of historic concern. Use current measurements to refine that context. Check bus stands, junction queues and servicing near windows and air intakes.
Heat, power and mixed uses
Bring boilers, generators, kitchen extract and proposed energy systems into the brief. Compare locations and operating hours alongside ventilation, odour and noise. Lower carbon emissions alone do not demonstrate lower local pollutant exposure.
Works beside sensitive neighbours
Map homes, schools, care settings and relevant ecological receptors around demolition, earthworks and construction access. Then identify the pollutants and pathways needing assessment, including dust deposition where habitats could be affected.
Local Plan paragraphs 6.100–6.105 inform this source-and-receptor review. Historic concern is not a current exceedance claim for every street.
AQMA / Current designation
The whole borough remains designated
Defra’s register records the 19 January 2001 AQMA for annual and hourly NO₂ and daily PM₁₀. The current council report confirms whole-borough coverage. PM₂.₅ needs assessment where relevant, but it is not a pollutant listed in this AQMA declaration.
The original action plan linked designation to the August 2000 review’s predicted objective failures. The declaration date does not establish the first measured breach.
Defra / Coverage matters
22 dashboard records are not the whole network
The Defra dashboard shows 22 of 22 included NO₂ records compliant for 2025. It includes a combined Holloway Road triplicate record. This is a selected reporting dataset; additional council monitoring can tell a different local story.
Navigator Square is reported there at 39.3 µg/m³ after distance correction. Check whether a published value represents the monitor or relevant exposure before reusing it.

Diffusion tubes show the local variation
The 2025 report covers 271 monitoring locations in its wider summary, with a 21-location long-term series and separate co-location tubes. Three wider-network NO₂ results exceeded 40 µg/m³: MacDonald Road 90 and 78, and City Road 41. These are not the City Road long-term result of 31.0.
In 2024, the wider-network exceptions were two MacDonald Road locations and Pauntley Street/Archway Road. Read the preceding report before interpreting a single year’s change.
Particles and additional evidence
Both reference stations measure NO₂, PM₁₀ and, from 2025, PM₂.₅. The 2025 PM₂.₅ means were 10.1 at Holloway Road and 8.7 at Arsenal; capture was 90% and 97%. This first year does not establish a PM₂.₅ trend.
2025 report: summary and Tables C, E, F and J. Units: µg/m³. National future PM₂.₅ targets and WHO guidelines have different purposes and dates; do not label a result against a future target as a present statutory breach.
Choose data for the assessment question
Use reference monitoring, diffusion tubes, indicative sensors, background maps and dispersion modelling for their respective strengths. Confirm coordinates, height, coverage, adjustment and receptor relevance. Keep provisional live data separate from ratified annual results.
The council’s older source-apportionment study uses LAEI 2010 and historical forecasts. Treat it as background, not a current emissions inventory. Use the current inventory edition and project inputs when quantifying sources.

Local requirements / Adopted policy and submission evidence
Islington policy S7: start before the layout is fixed
Local Plan 2023 — S7
Part B requires a preliminary AQA to inform design, followed by a proportionate AQA within the Sustainable Design and Construction Statement (SDCS). It applies to major development, minor new build and larger minor extensions. These categories must achieve at least Air Quality Neutral through on-site measures.
Part D requires Air Quality Positive for proposals exceeding 150 net additional homes or 10,000 m² net additional gross external floorspace. Parts E–F establish the design and mitigation approach. Avoid significant harm and unacceptable exposure across the whole proposal.
Climate Action SPD — adopted 25 September 2025
This adopted SPD replaces the 2012 Environmental Design SPD. Chapter 7 and Table 6 set out the assessment routes. Table 6 includes minor extensions of 100 m² or more within the larger-minor category.
A simplified London AQN route, where applicable, does not automatically remove the local preliminary/full AQA requirement. Keep those documents distinct. Use the council’s current SDCS templates for the relevant development size.
Validation list — 12 April 2024
The air-quality entry on page 25 asks for AQA information within the SDCS, with the preliminary findings and AQN evidence. It states a Positive threshold above 200 homes, while adopted S7 and the later SPD state above 150.
For a scheme between those thresholds, use S7 and the 2025 SPD to plan Positive evidence. Flag the discrepancy when confirming the application document schedule. Do not rely on the older checklist to omit an adopted policy requirement.
London framework and connected policies
Read S7 with London Plan SI 1 and the adopted 2023 AQN/AQP guidance. Coordinate energy under S4–S5, transport under T1–T3 and relevant biodiversity and amenity requirements. Use site-specific policy and designations where they affect the proposal.
Our London policy guide separates the impact assessment, Neutral calculation and Positive design process.
What goes into the submission?
Prepare a linked schedule for the preliminary AQA, final AQA, SDCS, AQN calculations and any AQP statement. Add construction dust controls, a monitoring proposal and mitigation drawings where relevant. Keep traffic, energy and ventilation assumptions consistent across documents.
Practical design / Construction and operation
Connect the findings to a buildable response
Compare options early
Record the initial source review, occupied floors and ventilation strategy. Compare plant and access options while changes remain practical. The preliminary assessment should influence the scheme; the final report should explain how the design responded.
Dust and monitoring need their own brief
The council’s May 2018 Construction Code covers dust assessment, controls and monitoring in sections 9 and 11. It discusses real-time particles near sensitive premises, with methods, locations and action arrangements agreed for the site.
Its example PM₁₀ trigger of 150 µg/m³ over 15 minutes is a construction-management value, not an ambient annual objective. Check the current method and conditions before adopting any trigger.

New homes near a busy route
Compare the street-facing bedrooms, courtyard and intake locations. Review bus activity, servicing and proposed plant, then test whether layout and equipment changes reduce exposure. Coordinate acoustic ventilation and kitchen extract so one solution does not create another problem.

Local project questions
Islington air quality questions
When does Islington need a preliminary air quality assessment?
Policy S7 Part B requires one before design for major development, minor new build and larger minor extensions. It should inform the design and the later AQA in the SDCS.
Is the Air Quality Positive threshold 150 or 200 homes?
Adopted S7 and the 2025 Climate Action SPD use more than 150 net additional homes, or more than 10,000 m² net additional gross external floorspace. The April 2024 validation list says more than 200 homes. Plan to the adopted policy and identify that discrepancy in the submission schedule.
Does a small new building only need an AQN statement?
A simplified London AQN assessment may be available, but the local preliminary and full AQA requirements are separate. Check the category in S7 and Table 6 of the adopted SPD.
Why does Defra show compliance when some local monitors are higher?
The dashboard includes a selected reporting dataset. The council’s wider monitoring programme covers additional locations, including targeted sites. Compare site IDs, reporting coverage and any receptor correction before drawing conclusions.
Can council monitoring replace monitoring at my site?
It may provide useful baseline evidence if location, year, height and exposure are representative. Review those factors and the assessment method before deciding whether site monitoring or modelling is needed.
Does Islington’s AQMA include PM₂.₅?
The current Defra declaration lists NO₂ and PM₁₀. PM₂.₅ remains relevant to health, planning and national targets, but should not be described as a declared pollutant without a revised AQMA order.
Can dust, noise and odour be coordinated?
Yes. Use one set of plans, plant details, receptor locations and construction phases. Keep the assessment methods and conclusions clear for each topic, with a shared mitigation schedule where useful.
Where can I compare London-wide requirements?
Use the linked London air quality hub for SI 1, Neutral and Positive guidance and borough comparisons. Then apply Islington’s own policy, validation list and current supplementary guidance to the site.
