Six questions to organise the assessment and submission evidence.
Local context / Sources, monitoring and exposure
Lambeth’s roads, neighbourhoods and pollution sources
A23: Brixton to Streatham
The Local Plan identifies this corridor among its focus areas. Review façades, bus activity, junctions and ventilation intakes. Brixton Road and Streatham Green illustrate very different monitoring settings.
Waterloo and Vauxhall
Consider busy public spaces, transport interchanges, servicing and new occupied floors together. The Local Plan identifies Waterloo and Nine Elms Vauxhall as Opportunity Areas where a Positive approach matters.
Heat, power and construction
Bring fuel, combustion plant, flue height, operating hours and building geometry into the brief. Compare low-emission alternatives before plant is fixed. Coordinate demolition dust, nearby homes and construction access.
AQMA / Current designation
The whole borough is designated
The current register entry is the whole-borough AQMA dated 1 September 2007, covering annual/hourly NO₂ and annual/daily PM₁₀. Defra also retains an older 2001 declaration revoked in 2003. The current status should not be described using the revoked order alone.
Defra / Newer reporting evidence
Keep the dashboard and network counts separate
Defra’s 2025 dashboard shows 124 of 126 included NO₂ records compliant. These are submitted reporting records, not a census of all instruments, tubes or local sensors. The two exceeding entries are Brixton Road (47.7 µg/m³, uncorrected) and the Belvedere Road bridge location (46.4 µg/m³, distance-corrected).

Seven Air Quality Focus Areas
The current action plan identifies seven areas with high pollution and human exposure. The 2021 Local Plan lists five; the newer list also includes Cotton Gardens/Knights Walk and Streatham High Road/Green Lane.
- A23: Brixton to Streatham
- Kennington Oval / Camberwell New Road (A202) / Kennington Park Road (A3)
- Vauxhall Cross
- Clapham Road (A3)
- Waterloo Road
- Cotton Gardens / Knights Walk / A3204
- A23 Streatham High Road / Green Lane

The monitoring network
The 2024 ASR lists three automatic stations and a network of over 100 NO₂ diffusion tubes. Only Brixton Road and Streatham Green supplied valid automatic data that year. Vauxhall Bondway had no valid readings because of local outlet contamination; its absence is not a zero concentration.

Annual values and data capture
| Year | Brixton Road | Streatham Green |
|---|---|---|
| 2018 | 74.2 | 33.8 |
| 2019 | 60.1 | 31.8 |
| 2020 | 56.2 | 25.8 |
| 2021 | 57.6 | 27.4 |
| 2022 | 63.6 | 23.3 |
| 2023 | 58 | 24.2 |
| 2024 | 48 | 17.2 |
| 2024 capture | 99% | 99% |
The published 2024 NO₂ series shows Brixton Road at 48.0 µg/m³ and Streatham Green at 17.2. Both fell relative to 2023, but Brixton Road still exceeded the annual objective. The newer Defra 2025 results are reported separately in the dashboard panel.
Both stations achieved 99% NO₂ capture in 2024. The ASR labels Brixton Road’s concentration as distance-corrected. Defra’s 2025 Brixton Road entry is marked uncorrected, so it is not appended to this chart as a directly comparable extra year.

| SR8By bridge on Belvedere Road | 43.9 | 43.0 |
Bias-adjusted monitor-location values, before distance correction. Table E, PDF pages 31 and 34. Annual capture: DT17, DT27 and DT29 83%; DT31 100%; SR8 58.5% and annualised.
Receptor correction changes the comparison. The report predicts 38.1 µg/m³ at the relevant DT17 receptor, compared with 40.9 at the tube. For DT27, DT29 and DT31, the corrected results remain above 40 at 43.7, 44.9 and 44.3 respectively. Use the actual exposure location for the assessment.
Data-quality note: the low-capture SR21 result
The report has inconsistencies: its narrative says no tube exceeded 60, while SR21 is listed at 75.3 with only 25% capture. Check the underlying quality record before using that outlier or repeating the narrative as a borough-wide conclusion.
Read Table E and the receptor-correction appendix, pages 96–98
Background / Assessment inputs
Use a background record that answers the site question
Streatham Green represents an urban-background setting. Brixton Road represents a heavily trafficked corridor. Their different settings help explain why a single borough-wide average would be a poor design input.
Select the appropriate grid square and assessment year from Defra’s background maps. Compare suitable ratified local observations, then consider the additional contribution from roads, plant and other relevant sources. Record map edition, meteorological year, capture and verification assumptions.
Particles and other pollutants
PM₁₀ · measured particles
The 2024 ASR reports annual means of 15 µg/m³ at Brixton Road and 16 at Streatham Green, with 91% and 97% capture. Both were below the annual objective; retain the separate daily-objective and data-quality checks.
PM₂.₅ · fine-particle context
The 2024 automatic results table does not provide a borough PM₂.₅ series. Review appropriate reference data, background maps and local sources where relevant. Keep indicative sensors distinct from reference measurements.
SO₂, ozone and other sources
Vauxhall Bondway is listed with SO₂ equipment but has no valid 2024 result. The report does not provide an ozone trend for these stations. Scope pollutants around the proposed fuels, processes and receptors, including dust and odour where relevant.
Read the automatic monitoring tables and quality notes
Turn the evidence into a site brief
Match the pollutant, measurement height, source setting and period to the question being assessed. Use ratified annual data for trends and distinguish provisional live readings. Review the relevant background maps and emissions inventory edition before choosing model inputs.
For ecological receptors, identify the habitat and exposure pathway before selecting deposition or concentration methods. Keep health objectives, habitat criteria and WHO guidelines clearly identified.

Local requirements / Policy, guidance and validation
Lambeth planning evidence: the current documents
Local Plan 2021 · SI 1 and local context
Paragraphs 9.2–9.3 apply London Plan SI 1 and identify focus corridors, including the A23, Vauxhall Cross, Clapham Road, Waterloo Road and the Kennington/Oval area. Read the energy and sustainable-design policies EN3 and EN4 alongside the air-quality evidence.
Local List · major applications
Item 11 of the current Local Information Requirements 2024 calls for a full AQA for major proposals. Air Quality Neutral normally forms part of that assessment; large-scale proposals also need the applicable Positive approach. See printed pages 17–18, PDF pages 18–19.
Local List · minor applications
For most minor proposals, demonstrating Air Quality Neutral is sufficient for SI 1(B1). A Focus Area, local pollution concerns or other policy requirements can trigger a fuller AQA. Match the detail to the proposal rather than treating every minor application identically.
Local technical guidance
Lambeth still links its air-quality planning note. It covers sources, construction, operational assessment and mitigation. Read its older policy references alongside the 2021 Local Plan, current Local List and London guidance. In particular, its historic residential-only Neutral exemption should not be used as the current application rule.
Combustion plant and CHP
The council provides a CHP information request form. Assemble fuel, emissions, flue and operating details when CHP is proposed. Coordinate local pollutant effects with the energy strategy and compare appropriate alternatives.
Site allocations and neighbourhood plans
The council’s adopted-plan gateway lists the October 2026 Site Allocations document and the South Bank/Waterloo and Kennington/Oval/Vauxhall neighbourhood plans. Check the specific site and mapped boundary alongside borough-wide policy.
Design Guide SPD · exposure and layout
Adopted in August 2023, Part 2 paragraphs 2.34–2.35 address air quality. Consider cleaner-facing bedrooms and amenity spaces, appropriate balcony design, ventilation inlet locations and urban greening. Its older validation item number is superseded by current Local List item 11.
Vauxhall SPD · area-specific design
The council still lists the January 2013 Vauxhall SPD. For sites in its area, coordinate public space, transport interchange, building layout and energy proposals with current Local Plan and London Plan requirements.
Keep the assessment documents distinct
The impact assessment considers pollution and exposure. Air Quality Neutral compares emissions with the applicable benchmarks. Positive work records design opportunities. Construction dust assessment and management address the works themselves.
02 / From evidence to design
Make the air quality findings useful to the design team
Rooms, outdoor space and fresh air
Assess the proposed façade and intake locations, not only the nearest monitor. Coordinate air quality, noise and overheating so the ventilation strategy works for occupants.
Heating, generators and flues
Obtain fuel, rated input, emissions, discharge conditions and operating hours early. Compare lower-emission options and revisit the assessment if plant specifications change.
Dust, machinery and neighbours
Define demolition, earthworks, construction and trackout risks. Agree proportionate controls, any monitoring and response arrangements; check current London machinery requirements for the site.
Lambeth’s 2026–2028 action plan prioritises construction controls, cleaner heating and reduced exposure. Its emissions inventory also identifies cooking and wood burning as particle sources, alongside transport and construction.

Does Lambeth still have NO₂ exceedances?
The Defra dashboard’s 2025 dataset identifies two exceeding records, including Brixton Road and a Belvedere Road location. This is a reporting dataset, not a statement that every street exceeds the objective.
Why does this chart end in 2024?
The latest full ASR listed on the council’s report page at review was the 2024 report. Defra provides newer 2025 records, but the correction labels differ at Brixton Road. They are presented separately.
Is Vauxhall Bondway’s missing result good news?
A missing result cannot demonstrate compliance. The ASR records local outlet contamination and no valid readings in 2024.
Are diffusion tubes useful in Lambeth?
Yes. They add local NO₂ coverage beyond the automatic stations. Check bias adjustment, annualisation, exposure correction and whether the site represents the proposal.
Does a CHP system automatically help air quality?
No. Its carbon and energy performance is a different question. Assess local emissions, operating hours, flue discharge and nearby receptors, and compare alternatives.
What does Lambeth require for major and minor applications?
Local List item 11 calls for a full AQA for major proposals. For most minor proposals, Neutral evidence can demonstrate SI 1(B1), but Focus Areas, local pollution concerns or other policy requirements may need fuller assessment. Check the application route and site context.
Is the 2023–2025 action plan still the latest?
The council now identifies a 2026–2028 action plan. Older report narratives describe the plan in force during their reporting period.
Can air quality and noise be considered together?
Yes. Coordinate ventilation, plant and façade choices. A sealed window proposed for noise control needs a workable ventilation and overheating strategy as well as air-quality evidence.
Which Lambeth Air Quality Focus Areas should I check?
The 2026–2028 action plan lists seven, including Cotton Gardens/Knights Walk/A3204 and Streatham High Road/Green Lane as well as the five in the 2021 Local Plan. Check the mapped boundary and your site’s exposure, not only a street-name match.
Does Lambeth have supplementary guidance on air quality and design?
Yes. Design Guide SPD Part 2 paragraphs 2.34–2.35 address exposure, layout and ventilation. Read these with the council’s air-quality technical note and current Local List item 11. The Vauxhall SPD is also relevant within its area.
