Local context / Sources, monitoring and exposure
Busy routes, park settings and overlapping construction phases
Blackwall and the main-road network
The Blackwall reference station sits beside the A1261. Review the actual relationship between traffic, new façades and outdoor spaces around Blackwall, the A13 and connecting streets. A park background value cannot stand in for every roadside receptor.
City Fringe, schools and play space
Put occupied rooms, school uses and play areas on the receptor plan. D.ES2 specifically addresses sensitive uses and open-space positioning in areas of substandard air quality.
Lower Lea Valley and phased schemes
Map overlapping demolition, earthworks and construction routes. Consider cumulative traffic, occupied early phases, plant exhausts and any relevant ecology or odour pathway before fixing the assessment years.
AQMA / Current designation
The whole borough is designated
The whole-borough AQMA was declared on 6 December 2000 for annual NO₂ and daily PM₁₀. It remains active. Compliance at a particular receptor does not automatically revoke the designation.
Defra / 2025 reporting evidence
Monitor readings and residential exposure
Defra’s 2025 dashboard shows 97 of 97 included NO₂ records compliant. The Narrow Street / Limehouse Link entry is distance-corrected to 34.4 µg/m³. The ASR records 48.8 µg/m³ at the tube itself. These describe different locations, not contradictory results.

The monitoring network
The 2025 ASR lists five automatic stations and describes a 96-tube NO₂ network, with co-located tube groups shown together. NO₂ is reported at all five stations, PM₁₀ at three and PM₂.₅ at four. Table B also lists ozone at Blackwall and Millwall Park. Use the dated report rather than the older general webpage summary.

Annual values and data capture
| Station | 2019 | 2020 | 2021 | 2022 | 2023 | 2024 | 2025 | 2025 calendar-year capture |
|---|---|---|---|---|---|---|---|---|
| Blackwall | 47 | 39 | 37 | 28 | 28 | 30.6 | 27.9 | 99% |
| Victoria Park | 24 | 17 | 16 | 17 | 15 | 13.8 | 16.4 | 72% |
Blackwall fell from 30.6 to 27.9 µg/m³ between 2024 and 2025, while Victoria Park rose from 13.8 to 16.4. Both remain below their 2019 values. An improving long-term trend can coexist with a rise at particular locations.
Table D reports 99% calendar-year NO₂ capture at Blackwall and 72% at Victoria Park. Read Victoria Park’s result with the report’s annualisation notes. The council advises against 2020–2021 as a predictive baseline; the chart retains them as historical observations.

Selected examples from Table E, pages 28–36: bias-adjusted monitor-location values, annualised where required. These are not distance-corrected façade results.
Why does Defra show compliance?
The ASR identifies one tube above 40 µg/m³, at Narrow Street / Limehouse Link. After distance correction, the council reports no exceedance at the relevant residential façades. Defra’s 97 included records use that exposure context where flagged. Keep the raw location, corrected receptor and current AQMA status separate.
Background / Assessment inputs
Compare park backgrounds with the actual development
The Victoria Park tube group rose from 11.0 to 13.0 µg/m³. Stepney Green rose from 16.0 to 17.2. Neither automatically represents a roadside façade, enclosed courtyard or elevated intake.
Use the site and assessment year to select Defra’s 2021-based background maps, then compare suitable local observations. Separate background from local road and plant contributions. Record the map edition, meteorological year and receptor assumptions.

Particles and other pollutants
PM₁₀ · dust and particles
Table G reports 21.4 µg/m³ at Blackwall, 17.4 at Victoria Park and 15.9 at Millwall Park in 2025. All rose from 2024. Daily concentrations exceeded 50 µg/m³ on 13, three and two days respectively, within the permitted 35 days.
Capture: 96–99%. Tables G/H, pages 43–47. WHO guideline comparisons are separate from national objectives.
PM₂.₅ · fine particles
Annual means rose at all four stations: Mile End 9.5, Blackwall 11.6, Victoria Park 8.2 and King Edward Memorial Park 10.5 µg/m³. Blackwall and KEMP exceeded the report’s 10 µg/m³ target benchmark.
Capture: 93–99%. Table I, pages 48–49. This benchmark is not the pollutant basis of the existing AQMA.
Ozone and source-specific issues
Table B lists ozone at Blackwall and Millwall Park. The ASR does not provide a comparable annual ozone result table. Check the relevant ratified series when ozone is material. Also consider plant exhaust, construction dust and any identified odour or ecological pathway.
Select pollutants from the source and receptor, not a fixed borough-wide list.
2025 ASR: monitoring coverage and pollutant results.
Turn the evidence into a site brief
Match the pollutant, measurement height, source setting and period to the question being assessed. Use ratified annual data for trends and distinguish provisional live readings. Review the relevant background maps and emissions inventory edition before choosing model inputs.
For ecological receptors, identify the habitat and exposure pathway before selecting deposition or concentration methods. Keep health objectives, habitat criteria and WHO guidelines clearly identified.

Local requirements / Policy, guidance and validation
Tower Hamlets planning evidence: the current documents
Adopted Local Plan: S.ES1 and D.ES2
The January 2020 plan requires at least Neutral development. D.ES2 calls for an AQA for major schemes, substantial earthworks/demolition, education or health facilities/open space, and new build in mapped substandard air. It also addresses the positioning of play and other open spaces.
Validation and current guidance
The validation page repeats the local triggers, but retains references to the old London Plan. Apply it with adopted SI 1 and the 2023 AQN/AQP guidance. The council’s newer planning guidance lists AQA, AQN, Positive and Dust Management Plan documents for major development. Confirm the applicable Positive route early.
Technical brief and cumulative effects
The council asks for receptor mapping, future-year scenarios, mitigation, construction sub-phases and cumulative construction traffic. Its guidance includes ecological receptors where relevant. Some cited technical editions are old: use current methods and record the edition used.
Former LLDC area
For Hackney Wick, Fish Island and Bromley-by-Bow, the council says the LLDC Plan remains part of the development plan until the new borough plan is adopted. Use the address and policy map to select the applicable framework.
Planning Obligations SPD · updated 2025
Adopted on 17 December 2025. Its air-quality provisions prioritise on-site mitigation. Proportionate obligations may address residual impacts or failure to achieve Neutral standards where justified. Off-site measures are not a default substitute for design improvements.
High Density Living and place guidance
The adopted High Density Living SPD links housing design with air quality and exposure. Check the relevant place guidance too: Central Area Good Growth, South Poplar and Queen Mary University SPDs apply to different settings. Use the council register and the site boundary.
Keep the assessment documents distinct
The impact assessment considers pollution and exposure. Air Quality Neutral compares development emissions with the applicable benchmarks. Air Quality Positive records opportunities to improve air quality through design. A construction dust assessment and management plan address the works themselves.
02 / Practical approach
Keep the submission workstreams visible
Prepare an assessment schedule showing the documents, inputs and design decisions for each workstream. For construction, identify demolition, earthworks, access and nearby receptors.
For future occupation, show the relevant rooms, outdoor spaces and intakes. This makes it easier to coordinate the assessment with construction logistics, transport and building-services design.
Illustrative project brief
A phased redevelopment introduces homes beside continuing works. A combined receptor plan helps the team coordinate temporary dust controls with the long-term ventilation and exposure assessment.

03 / Respond
Connect findings to design
Record mitigation and the drawings or specifications it relies on. Review material changes as the project develops.
Our London Neutral and Positive evidence planner helps organise the wider policy workstreams. For construction, use the London assessment and monitoring guidance alongside the site-specific brief.
Where extract, fan noise or sensitive neighbours are involved, coordinate the noise assessment and odour assessment with the same plans. The main air quality service page explains the broader assessment and monitoring services.
On the horizon / Status checked 19 October 2026
What is changing in Tower Hamlets?
The draft Local Plan 2038 was submitted on 16 February 2026 and is under examination. The council expects adoption in late 2026 or early 2027, subject to the examination. It has not replaced the adopted 2020 plan; track modifications separately. The AQAP covers 2022–2027.
The Silvertown Tunnel opening and tunnel charging in April 2025 are relevant transport changes. The ASR says its annual results alone cannot establish whether those changes caused local pollution trends. Compare future ratified data with traffic and weather evidence.
Council update and policy status
At regional and national level, track adopted guidance separately from consultations. Use the London air quality hub and main air quality guide for the wider framework, then check the edition relevant to the application date.

Local project questions
Tower Hamlets air quality questions
Policy, monitoring and the evidence to consider for your site.
Which plan applies in Tower Hamlets now?
The 2020 Local Plan and London Plan remain the main adopted framework. The LLDC Plan also applies in its former area until replaced. The new 2038 plan is under examination.
Does every major scheme need the same four reports?
The council lists AQA, AQN, Positive and Dust Management Plan documents for major developments. Scope the applicable Positive route and construction detail with the proposal’s size, context and local requirements.
How much monitoring is available in Tower Hamlets?
The 2025 ASR lists five automatic stations and describes a 96-tube NO₂ network, including co-located groups. Pollutant coverage differs by station; use Tables B and C rather than an older general webpage summary.
Why can a high tube reading and Defra compliance both be correct?
The 2025 ASR records 48.8 µg/m³ at the Narrow Street / Limehouse Link tube. Defra reports 34.4 µg/m³ after distance correction. The tube location and the residential receptor are different; keep both clearly labelled.
Can I use 2020 or 2021 as my modelling baseline?
The council’s planning guidance warns against those years as a predictive baseline. They can still be shown in a historical trend, clearly identified as observations rather than an assessment assumption.
Does the assessment cover ecological receptors?
Where the source-pathway-receptor review identifies a relevant habitat, include an appropriate ecological air-quality scope. Do not infer a habitat impact from a human-health NO₂ result alone.
Can one construction phase be assessed in isolation?
Sometimes, but check overlapping works, construction traffic and occupied phases first. The council’s guidance calls for cumulative construction effects to be considered where relevant.
Where do Neutral and Positive calculations fit?
They sit alongside the impact assessment. The London hub explains the distinct purposes; local policy and the project brief determine the evidence needed here.
