Appoint BNG consultants for your planning project
Appointing a BNG consultant should make the next decision clearer, not add another layer of uncertainty. ACP Consultants helps developers, architects, planning teams and landowners understand the ecological work their proposal needs. We can scope surveys, assess biodiversity units, review design options and prepare the agreed BNG documents.
Whether your project is at feasibility stage, approaching submission or addressing a planning condition, start with the site and your current plans. We will explain the proposed scope, available information and next steps before work is instructed.
- Start with the planning stageIdentify whether BNG applies and which decision comes next.
- Agree a defined scopeUnderstand the proposed surveys, calculations and documents before instruction.
- Keep the team alignedConnect ecological advice with layouts, landscaping and programme decisions.
Who should appoint a BNG consultant?
Developers and landowners may need BNG advice when a proposal changes existing habitats or requires evidence for the planning process. Architects and planners often appoint the ecology specialist on the client's behalf. Landscape architects and project managers may also need technical input while designs are being developed.
For a new proposal, early advice can help establish what is known about the site and what still needs checking. For a consented proposal, consultancy may focus instead on an outstanding Gain Plan, updated calculations or habitat-delivery responsibilities.
A development's size alone does not settle its BNG position. For example, exemptions changed on 6 August 2026, so the application date, red-line boundary and habitat impacts matter. Our BNG legislation and guidance overview explains the wider framework; the consultant can help identify which checks are relevant to your scheme.
Common reasons to get in touch
- You are evaluating a site or changing the layout and need to understand habitat constraints.
- Your architect or planner needs a clear ecology and BNG brief before submission.
- You have an existing ecological survey or metric workbook but need it reviewed against revised proposals.
- A planning decision, condition or authority response identifies outstanding BNG information.
- You need to coordinate landscape proposals, off-site provision or long-term habitat management.
When should you bring a consultant into the project?
Choose the position closest to your project. This is a scoping guide, not a legal decision about BNG applicability. Not every project needs every stage.
- 01
Before the design is fixed
At feasibility stage, we can review available plans, habitat information and likely survey needs. This can help the team identify decisions that are more difficult to revisit after the design progresses.
Ask first: Does mandatory BNG apply, what habitat information exists, and could ecology affect the design?
Ask about feasibility advice - 02
Before a planning submission
We can help define the agreed baseline, metric and reporting inputs. The architect, landscape designer and planning adviser should be working from consistent plans and habitat assumptions.
Ask first: What survey, metric and planning evidence do we need, and who is supplying each input?
Scope planning-stage BNG - 03
After planning permission
If BNG applies, a Biodiversity Gain Plan normally needs approval before development starts. We can review what is already complete, identify missing evidence and scope the remaining work. See our Biodiversity Gain Plan service for the document-specific requirements.
Ask first: What is outstanding before commencement, and is existing evidence still consistent with the permission?
Discuss a BNG condition - 04
During long-term habitat delivery
Some projects also need detailed habitat management, monitoring and secured responsibilities. This is a different appointment stage from the initial baseline survey. Our HMMP service covers that specialist work.
Ask first: Who will manage, monitor, report and fund each relevant habitat obligation?
Discuss habitat delivery
If more than one stage applies, send the documents you have. We can agree a proportionate scope rather than assume the full package is needed.
What can BNG consultancy include?
The exact scope depends on the planning route, existing evidence and project stage. We may provide one specialist input or coordinate several related tasks within an agreed appointment.
Applicability and scoping
Review the application context, site boundaries, available ecology information and likely BNG route. We identify what needs confirmation rather than assuming every development requires the same package.
Habitat and metric evidence
Arrange or review appropriate baseline habitat surveys, mapping and condition information. We can assess how proposals affect biodiversity units and work through design options. For the detailed methodology, see our BNG assessment and UKHab baseline service.
Planning and reporting
Prepare the agreed technical explanation, calculations, maps and supporting documents for the relevant submission stage. Our BNG report service describes the report output rather than the whole consultancy appointment.
Habitat-delivery advice
Coordinate proposed habitat creation or enhancement with landscaping, management and project responsibilities. If the scheme needs secured long-term delivery or specialist monitoring, this can be separately scoped.
Scope note: Protected-species surveys, arboriculture, landscape design, legal agreements, off-site unit purchases and post-construction monitoring are not automatically included in an initial BNG instruction. We will state the agreed inclusions, assumptions and exclusions in the proposal.
What will you receive?
You should know what each deliverable answers and when it will be available. Depending on the commission, the package may include:
- A written scope and programme: agreed tasks, assumptions, dependencies and information required from others.
- Baseline evidence: habitat survey findings, mapping and other agreed ecological inputs.
- Biodiversity calculations: the appropriate completed metric workbook and explanation of options or shortfalls.
- Planning documents: an agreed BNG assessment or report, and a Biodiversity Gain Plan where commissioned and needed.
- Delivery information: habitat proposals, an HMMP or monitoring support where these are in scope.
- A coordinated response: clarification of material design changes, third-party inputs and requested revisions under the agreed terms.
Survey data, calculations and the final planning report are not interchangeable. If fieldwork is the immediate requirement, visit our BNG survey service. For help understanding the full planning assessment, start with the BNG assessment service.
Which BNG consultancy support fits your project?
These examples help frame an enquiry. They are not fixed packages, and not every project needs every task.

How we work with your project team
- 01
Review the enquiry
Send us your site location, red-line plan, proposals, planning stage and any existing BNG/ecology material. We identify the main unknowns and discuss the likely scope.
- 02
Agree the instruction
We provide a quotation identifying the work proposed, assumptions, exclusions, programme dependencies and deliverables. Surveys or detailed reporting begin once the appointment is agreed.
- 03
Assess and coordinate
We complete the agreed fieldwork or desk-based review and maintain dialogue with the relevant design-team contacts. Where a layout changes, we explain which calculations or supporting information need review.
- 04
Provide the agreed outputs
We issue the commissioned material in accordance with the agreed deliverables and terms. Further authority comments, revisions or post-permission work can be considered as separate or extended instructions where appropriate.
A clear consultant appointment works best when the design team identifies who supplies revised drawings, who signs off landscape proposals and who coordinates the planning submission. These roles can be confirmed when the scope is agreed.
Have drawings and a planning deadline? Send the site details so we can review the scope.
What we need to prepare a useful quotation
You do not need a complete technical package before asking a question. However, a few documents can make the initial discussion more specific.
Please send what you already have
- Site address or postcode and the relevant local planning authority.
- A location/red-line boundary plan, with approximate site area where known.
- Existing and proposed layouts, landscaping or masterplan drawings, if available.
- Planning reference, decision notice or relevant conditions where permission exists.
- Previous ecology reports, UKHab/BNG surveys, metric spreadsheets, habitat plans or authority comments.
- Current programme or submission deadline and a nominated project contact.
If information is missing, tell us what is not yet available. We can identify which items are essential for the agreed stage and which can follow later. An enquiry does not commit you to commissioning an assessment.
What affects the scope and fee?
Site extent, habitat complexity, access and survey timing, the quality of existing data, design revisions and the required submission documents all influence the work. Specialist watercourse, protected-species or long-term management inputs may need separate consideration. We quote against the defined scope rather than listing an invented standard price or promising every project a fixed fee.

Questions about appointing BNG consultants
Do I need a consultant if my site is small?
Not always. The first question is whether mandatory BNG applies. From 6 August 2026, qualifying applications for developments of 0.2 hectares or less can be exempt if they do not impact onsite priority habitat. Other exemptions and transitional rules may apply. Even where BNG applies, an eligible Small Sites Metric does not legally require an ecologist to complete it, although professional help may still be useful. See our Small Sites Metric service.
When is the best time to appoint a BNG consultant?
Ideally, before site layouts and landscape proposals are fixed. Early advice can highlight survey requirements and habitat constraints. If permission has already been granted, we can instead review the outstanding BNG condition and evidence.
Can you work with my architect and planning consultant?
Yes. A BNG commission often depends on current layout, landscaping and planning information. We can agree the communication points and documents needed from the appointed design team as part of the scope.
Can you review a BNG survey or metric prepared by someone else?
We can consider reviewing existing material, subject to its age, completeness, survey methodology and access to underlying plans and calculations. The quotation will explain whether a review is sufficient or whether further fieldwork or recalculation is needed.
Is the BNG report the same as the Biodiversity Gain Plan?
No. An assessment/report supports the planning evidence and explains the findings. Where the statutory gain condition applies, the Biodiversity Gain Plan is a separate prescribed approval step before commencement. The right deliverables depend on the stage and planning route.
Will I always need a 30-year management plan?
No. Securing habitat for at least 30 years is central to off-site gains and significant on-site enhancements. Whether a detailed HMMP or legal agreement is needed depends on the delivery route and relevant requirements. These tasks should be scoped separately when necessary.
Can you guarantee planning approval or a fixed turnaround?
No consultant can determine an authority's decision. We can set out the deliverables, dependencies and an indicative programme, then keep the assessment aligned with the information available. Any quotation and programme must reflect the specific commission.
What should I include in my first enquiry?
A site address, red-line plan, proposed development, planning stage and deadline are the best starting points. Mention any existing ecology/BNG work or planning conditions. We will confirm how to share documents. We can then discuss a defined scope.
